Operating under the Finnish Ministry of Education and Culture, the Governing Body of Suomenlinna falls within the purview of the Minister of Culture and Sport. The operations of the Governing Body of Suomenlinna are managed by the Ministry’s Department for Cultural, Sport and Youth Policy.

The functions of the bureau are divided into four units led by the manager: the administration unit, the planning unit, the construction unit and the property unit.
All of the offices of these units are located on Iso Mustasaari, the main island. The office of the Governing Body of Suomenlinna is also located in Suomenlinna, in administrative building C 40. There is another customer service point in the Visitor Centre, C 74.
